Fixing it means rebuilding the document with the pages in a new sequence, which is a different operation from deleting even though the machinery underneath is similar. This tool insists on that distinction. A new order must account for every page exactly once; if you write a sequence that leaves a page out, that is a deletion described as a reorder, and it is refused rather than performed. The reason is simple: a page vanishing from a contract because of a typo in a list is a far worse outcome than an error message.
